Dounreay planned system based inspection

Executive summary

Purpose of intervention

I carried out a planned system based inspection looking at confinement of radioactive material within Shaft and Silo and the Irradiated Fuel Caves (IFC) within the Prototype Fast Reactor (PFR).  This was done in accordance with the 2015/16 integrated inspection strategy for Dounreay, to provide evidence that the licensee is controlling its hazards properly and complying with its statutory obligations.

The purpose of the inspection was to ascertain whether or not the containment systems are being operated in accordance with their safety case.

Interventions Carried Out by ONR

I carried out an inspection of the confinement of radioactive material systems for Shaft and Silo and the IFC within the PFR against the requirements of Licence Condition (LC) 10 (training), LC 23 (operating rules), LC 24 (operating instructions), LC 27 (safety mechanisms, devices and circuits), LC 28 (examination, maintenance, inspection and testing) and LC 34 (leakage and escape of radioactive material and radioactive waste).

Key Findings, Inspector's Opinions and Reasons for Judgements Made

For the containment system of the Shaft and Silo and the IFC within the PFR , I judged the following IIS ratings to be appropriate:

Based on my sample inspection, I judged that the confinement of radioactive material within the Shaft and Silo and the IFC within the PFR is consistent with the safety case requirements.  The key equipment that verifies this is available and appropriately maintained, those responsible for operations are suitably trained and that appropriate written instructions are available.  I conclude the containment system meets the requirements of the safety case.

Conclusion of Intervention

I did not identify any matter impacting on nuclear safety that required immediate regulatory action.
