Dounreay - Conduct of Inspection in support of IIS

Executive summary

Purpose of intervention

In line with the 2015/16 inspection plan for Dounreay I carried out a planned inspection and other interventions to provide evidence that Dounreay Site Restoration Ltd. (DSRL) is controlling its hazards properly and complying with its statutory obligations.

Interventions Carried Out by ONR

This was a joint intervention with ONR Security Inspectors to review the evidence cited by DSRL in its Emergency Arrangements Capability Map.  Security aspects are covered in the Security Inspector’s Intervention Record (ONR-CNS-IR-15-086 2015/269386).  I also attended the Dounreay Vulcan Operational Emergency Planning Group

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The process adopted was to review the evidence and arguments given for each element of the Capability Map.  Referenced documentation was sampled.  For some elements, discussion determined that the evidence and arguments provided were not complete and the map could be better populated. However I consider that DSRL emergency arrangements are mature, the risks and hazards on the site have been appropriately considered and an adequate standard of compliance against Licence Condition 11 was demonstrated.  A revised map will be submitted to enable ONR complete its assessment.

Conclusion of Intervention

The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
