Dounreay - Conduct of inspection in support of IIS

Executive summary

Purpose of intervention

In line with the 2015/16 inspection plan for Dounreay I carried out planned inspections and other interventions to provide confidence that Dounreay Site Restoration Ltd. (DSRL) is controlling its hazards properly and complying with its statutory obligations.

Interventions Carried Out by ONR

I undertook compliance inspections against Licence Condition 12 Duly Authorised and other Suitably Qualified and Experienced Persons and Licence Condition 26 Control and Supervision. I also discussed progress in a number of project areas with senior members of staff.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

My discussions with the process owner for PRC 11 Managing Competence which fulfils DSRL arrangements for compliance with Licence Condition 12 confirmed that it meets ONR expectations as described in NS-TAST-GD-027 Training and Assuring Personnel Competence.  My inspections within the Dounreay Cementation Plant and Waste Processing Plant confirmed that there was an adequate standard of compliance with the arrangements.  My inspections also showed that control and supervision was being undertaken by suitably qualified and experienced personnel.

Conclusion of Intervention

The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
