Dounreay – Inspection in support of Improvement Notice Closure

Executive summary

Purpose of intervention

I carried out a planned licence condition (LC) 36 compliance inspection in accordance with the 2015/16 integrated inspection strategy (IIS) for Dounreay, to provide confidence that the licensee is controlling its hazards properly and complying with its statutory obligations.

Interventions Carried Out by ONR

I considered the licensee’s proposed changes to the Reactors Directorate organisation against the principles contained in ONR’s technical assessment guide for organisational capability and the licensee’s own management of change (MoC) process.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Overall I consider that the reactors MoC submission is a robust demonstration of compliance with the licensee’s procedures, which are themselves consistent with ONR’s technical assessment guidance.  I therefore consider the licensee to be compliant with LC 36 in the area inspected.

I am content with the approach being taken by the licensee to addressing the improvement notice issued by ONR, and with the progress made to date.

Conclusion of Intervention

I did not identify any matter impacting on nuclear safety that required immediate regulatory action.
