Conduct of Inspection in support of IIS

Executive summary

Purpose of intervention

In line with the 2015/16 inspection plan for Dounreay I carried out planned inspections and other interventions to provide confidence that Dounreay Site Restoration Ltd. (DSRL) is controlling its hazards properly and complying with its statutory obligations.

Interventions Carried Out by ONR

I carried out a compliance inspection against arrangements made under Licence Condition 7 Incidents on Site.  I undertook other interventions to determine progress on waste management, decommissioning and work being undertaken by the Dounreay Improvement Team.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

My Licence Condition 7 inspection included consideration of the findings from a sample of recent Level 2 investigations and the status of actions ratified at the relevant Action Review Meeting.  Whilst the closure of actions could be improved I was content that the inspection demonstrated an adequate standard of compliance.

A good standard of preparations for decommissioning was visible in the redundant liquid effluent tank facility.  Progress is being made in waste management but the LLW super-compactor and encapsulation facility have still to become operational.

Conclusion of Intervention

The intervention did not identify any matter impacting on nuclear safety that required immediate regulatory action.
