Executive summary

Purpose of intervention

This report covers attendance at the Devonport site for routine engagement and inspection activity. The meetings were undertaken as part of a series of planned interventions supporting ONR’s DRDL Intervention strategy.

Interventions Carried Out by ONR

ONR’s Devonport Lead Site Inspector held planned update meetings with the DRDL and HMNB (D) Emergency Planning Managers and DRDL’s Assurance Director. ONR attended the Level 3 Regulatory Interface Forum (RIF). ONR also carried out a planned LC7 compliance inspection.

Key Findings, Inspector’s Opinions and Reasons for Judgements Made

The main aim of this planned LC7 compliance inspection was to assess DRDL’s progress against the shortfalls detailed in ONR’s letters and inspection findings from 2015. DRDL is addressing the shortfalls through the Nuclear Safety Improvement Programme (NSIP) via a dedicated LC7 workstream.

DRDL has responded positively to the concerns detailed in ONR’s letters and inspection findings and has made progress against the longer term site wide actions. However, there are still areas where further improvements are required. ONR will carry out a follow-up LC7 compliance inspection later in 2016 / 17 to assess whether all of the improvements have been made to the required standard.

Conclusion of Intervention

No additional regulatory concerns were identified as a result of this intervention and future engagement will continue as detailed in the DRDL Intervention Strategy.
