This intervention, at the Devonport site, was undertaken as part of a series of planned interventions supporting ONR's DRDL Intervention Strategy and plans for 2015/16.
As part of this intervention I followed-up on a number of events and regulatory issues. I examined DRDL’s progress in addressing ONR’s Colling Water System Based Inspection findings. I also held a Plant Management Level 4 meeting and a Radioactive Waste Level 4 meeting.
The investigation into the dockside crane engineering safeguard maintenance event is underway. DRDL responded promptly and demonstrated conservative decision making. From the discussion relating to the scope of the investigation I judge that a thorough investigation is being conducted. I requested an update once the investigation is complete.
DRDL provided evidence of progress made against the findings from ONR’s system based-inspection on Dockside Cooling conducted in September 2014. I noted that significant work has been done to address the shortfalls in capability, hose specifications and routing requirements. I recognise that work has commenced on the design safety reports, but the postponement of the engineering enhancement in 15 Dock has constrained progress in this area. Work to address the outstanding ONR findings will be followed up through ONR intervention projects.
A number of meetings were held regarding DRDL’s progress against regulatory issues. DRDL were able to present some progress being made, the details of which will be captured in DRDL’s action tracking system. There was good engagement around safety case improvements.
Level 4 meetings held with the SRC Plant Management and Radioactive Waste Management did not identify any significant safety concerns, updates were provided on key performance areas and permissioning activities.
No shortfalls or issues were found which adversely affected nuclear safety or were judged to be of such regulatory concern as to require immediate action. No regulatory issues were raised as a result of this intervention.
