Executive summary

Purpose of intervention

This intervention at the Devonport Royal Dockyard Limited (DRDL) Licensed Site was undertaken as part of the 2015/16 intervention plan and propulsion sub-programme strategy.

Interventions Carried Out by ONR

The main purpose of this visit was to hold Level 4 regulatory update meetings associated with the VDMP Plant Safety Case (PSC) 290 and 9 dock Plant Management.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

ONR’s assessment findings from the recent 9 Dock permissioning were shared with the licensee.  It was evident from the discussion that progress is being made against the majority of findings.  It was agreed that further engagement is required to seek closure and gather further evidence to inform the next permissioning decision.

The Plant Management meeting did not identify any significant safety concerns, updates were provided on dock readiness and forthcoming permissioning activities.  In addition, I conducted a follow-up into the event relating to contaminated equipment control within the licenced site.  The licensee has completed the investigation and action is being taken to address the findings.

Conclusion of Intervention

No shortfalls or issues were found which adversely affected nuclear safety or were judged to be of such regulatory concern as to require immediate action. No regulatory issues were raised as a result of this intervention.
