Executive summary

Purpose of intervention

This intervention at the Devonport Royal Dockyard Limited Licensed Site was undertaken as part of the 2015/16 intervention plan and propulsion sub-programme strategy.

Interventions Carried Out by ONR

The purpose of the intervention was to determine if the contraventions identified in improvement notice (IN) I/2014/ONR/DMM/001 have been remedied and if the notice can be closed out before its due date of 31 January 2016.

Explanation of Judgement if Safety System Not Judged to be Adequate

A system based inspection was not carried out.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

DRDL has carried out a significant amount of work to resolve the deficiencies in the control of radiological work process and has developed arrangements which are substantially improved over those in place when the IN was issued.  The business improvement methodology has effectively managed the improvement programme and delivered the commitments made to ONR.

DRDL has implemented revised arrangements on the licensed site for the control of work with ionising radiations.  With the exception of the one item identified below DRDL has taken the measures identified in the schedule of the improvement notice as follows:

Conclusion of Intervention

In all but one area DRDL has taken the measures identified in the improvement notice schedule.  In this area DRDL has committed to resolving the shortfall and a follow up inspection has been arranged on the 18 January 2016 to confirm this.

If DRDL resolve the remaining shortfall they will have remedied the contraventions identified in the IN and attached schedule, to the satisfaction of ONR.
