Key Findings, Inspector's Opinions and Reasons for Judgements Made

LC 11 ‘Emergency Arrangements’ requires the licensee to make and implement adequate arrangements for dealing with any accident or emergency arising on the site and their effects.  The purpose of the inspection was to ensure that the various learning opportunities raised as a result of the observations made during the last demonstration exercise (March 2015) had been addressed or were being addressed adequately.

It was confirmed that the site has sought to address a number of points for improvement, from the last demonstration exercise and from a previous LC 11 compliance inspection that included assessment of information, mustering of persons on site and operation of the access control point.  Further confirmation of the embedding of this learning will be provided by the Magnox internal regulator.

Conclusion of Intervention

In conclusion, for LC 11, ‘Emergency arrangements’, I consider the arrangements and their implementation at Chapelcrossto be adequate and that an IIS Rating of 3 is appropriate.
