Executive summary

Purpose of intervention

The purpose of this intervention was to assess compliance with the site wide arrangements for the training and appointment of Auxiliary Fire Fighters (AFF) at Capenhust URENCO.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

This inspection focused on the training received by the AFF who form part of the capability responsible for the implementation of the emergency plan at Capenhurst.  The inspection assessed compliance with two LCs and with the emergency response plan in the areas of training, competency and capability.

At the time of the inspection the AFF were completing a planned training day which was observed.  From the sample of the training database, training programme, attendance records, observations and interviews with AFF the dutyholder was able to demonstrate an adequate level of compliance against LC 10 and 12.  Some areas for improvement were identified but these were not considered significant and improvements were in hand to address the shortfalls.  On this basis an IIS rating of 3 (adequate) is justified for these licence conditions.

Conclusion of Intervention

I am satisfied from the activities sampled and from the evidence gathered during this intervention, that I have seen no evidence of issues that could significantly impact on nuclear safety on the Capenhurst URENCO site.
