Executive summary

Purpose of intervention

Planned participation in the Local Liaison Committee (LLC) meeting, together with a familiarisation visit for an ONR Superintending Inspector.  The intervention formed part of the 2015/16 ONR intervention programme at the Urenco UK Limited licensed site at Capenhurst.

I summarised recent ONR site interventions at the planned meeting of the LLC.  A comprehensive site wide familiarisation visit was arranged for a Superintending Inspector.

No system inspection was made during this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

At the planned LLC meeting, chaired by the licensee’s Chief Nuclear Officer, I summarised recent ONR interventions at Capenhurst and addressed some minor queries from the LLC members. 

A comprehensive site wide familiarisation visit was conducted for a Superintending Inspector.  This involved a visit to an enrichment facility, (which included discussions regarding a minor contained leakage of uranium hexafluoride) and discussions with the licensee.  A visit was then made to uranic residue and low level radioactive waste storage areas managed by the Capenhurst Nuclear Services Limited (CNS) tenant organisation, on behalf of the licensee.  Discussions were held with the CNS senior management.  Next, a visit was made to the Tails Management Facility (TMF) construction project site, the TMF facility currently being constructed by the Urenco ChemPlants Limited (UCP) tenant organisation. Useful discussions were held with the senior management of the UCP tenant organisation. 

Conclusions of Intervention

I was able to report recent ONR interventions across the Capenhurst site at the LLC meeting.  No intervention rating was considered appropriate for participation in such a meeting. 

During the site familiarisation visit for the Superintending Inspector, useful discussions were held with the senior management of the licensee as well as the senior management of the two major tenant organisations at Capenhurst.  During the visit to an enrichment facility, the licensee was considered to have addressed the recent minor leakage of uranium hexafluoride, contained within the facility, in an acceptable manner.  No intervention rating was warranted for the site familiarisation visit.
