Executive summary

Purpose of intervention

Planned participation in the Emergency Planning Consultative Committee (EPCC) meeting.  The intervention formed part of the 2015/16 ONR intervention programme at the Urenco UK Limited licensed site at Capenhurst.

Regulatory advice was provided on a range of emergency planning matters at the Emergency Planning Consultative Committee meeting.

No system inspection was made during this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Regulatory advice was provided across a range of on and off site emergency planning matters at the EPCC meeting, attended by a range of agencies involved in off site emergency planning managers, (other than Cheshire Fire & Rescue Service).

It was confirmed that the next Level Two emergency exercise, due by April 2017, would be partially based on a scenario at the Tails Management Facility, (TMF), (due to be actively commissioned by that time), supplemented by a demonstration of aspects of radiological protection, emanating from a coincident scenario on the main Urenco UK Limited site.  This would therefore facilitate a demonstration to ONR of the key aspects of the ‘off site’ radiological protection (REPPIR) emergency planning arrangements.   

Conclusion of Intervention

There was a broad scope of discussion between agencies involved in ‘off site’ emergency planning at Capenhurst, combined with the acceptance of the regulatory advice provided at this EPCC meeting.
