Executive summary

Purpose of intervention

The purpose was to undertake a preliminary inspection to inform ONR’s judgement of Capenhurst Nuclear Services (CNS) a tenant organisation on the Capenhurst site.  The inspection was undertaken as part of the 2015/16 ONR intervention plan for Urenco UK Limited.

Intervention Carried Out by ONR

Meetings were conducted with Urenco UKs (UUK) oversight and challenge function to understand activities intended to influence the CNS safety culture.  This was followed by meetings with CNS to allow ONR to form a view of the safety culture within the organisation. 

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

A number of meetings were held with UUK as the duty holder and CNS representatives.  There was a good exchange of information, across a broad range of topics.  I provided details of the next steps to inspect the safety culture of the Urenco UUK and CNS organisations.  The safety representatives were supportive and agreed to work with myself when meeting with staff on the site, as part of the planned safety culture intervention.

A number of shortfalls were identified in the safety culture of CNS which will be followed up by ONR.    

Conclusion of Intervention

In my judgement, intervention ratings of adequate are appropriate for the duty holder for this intervention.  The licensee’s control and supervision provision for the tenant organisation looks well founded.  More work is however required to develop a positive safety culture in the tenant organisation.
