The purpose of this intervention was to consider licence compliance in terms of licence condition 21, Commissioning, on the Mensa project at AWE B site. Licence conditions 19 and 20 were carried out within the same intervention.
The intervention is part of an agreed series of interventions covered under the ONR intervention strategy 2015/2016.
Contact was made with AWE on the Burghfield Periodic Review of Safety (PRS2) progress and the Mensa project planning and progress.

In relation to the Mensa LC21 compliance inspection, we established that a commissioning team was in place within the project and covered all stages of commissioning. The structure and systems to support commissioning were established and being followed. Overall, the inspectors agreed that an ‘adequate standard’ intervention rating was appropriate.
In relation to the Mensa LC19/20 compliance inspection, we established that the structure and systems were in place and had a good level of control. Overall, the inspectors agreed that a ‘good standard’ intervention rating was appropriate.
ONR inspectors gained an understanding of the current position on the preparation of the PRS2 submission and shortfalls progress for the assembly facility, and on Mensa planning and progress.
The inspectors involved with this intervention were of the opinion that an adequate standard rating was appropriate against LC21 and a good standard rating against LCs 19 and 20.
