AWE Assembly Technology Centre - Compliance Inspection

Executive summary

Purpose of intervention

This report covers a planned inspection at the AWE Burghfield Licensed Site and is undertaken in accordance with ONR’s Integrated Intervention Strategy (IIS) for the Atomic Weapons Establishment Programme.

The inspections undertaken at the Burghfield Licensed Site form part of a series of planned interventions in accordance with the IIS and Integrated Intervention Plan (IIP).

Interventions Carried Out by ONR

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

ONR conducted a planned inspection and assessment of arrangements established in respect of the Licence Condition (LC) 11 Emergency Arrangements at the Burghfield Nuclear Licensed Site.

 ONR conducted a planned inspection and assessment of implementation of the Licence Condition (LC) 26 Control and Supervision of Operations within the Assembly Facility on the Burghfield Nuclear Licensed Site.

ONR also conducted interventions on the Aldermaston Site’s Security Classification & Information Handling, Assembly Facility Acton Tracker, Assembly Facility Justification of Continued Operations and Burghfield PRS & Safety Future.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

For the LC 11 compliance inspection, based on the sample inspected in respect of the established arrangements for Emergency Arrangements, I concluded that the arrangements were adequate. It was my opinion that the Emergency Arrangements inspected met the expectations of ONR’s guidance and that it was evident that the site had an example of continuous improvement, therefore I considered that an adequate standard rating was appropriate against LC11.

For the LC 26 compliance inspection, based on the sample inspected in respect of the established arrangements for Control and Supervision of Operations, I concluded that the arrangements were adequately implemented. It was my opinion that of the sample inspected, confidence could be taken from the overview, explanation and demonstration of a nuclear safety specific operation and the extent of the control and supervision given by the Duly Authorised Person, therefore ONR considered that an adequate standard rating was appropriate against LC 26.

For the Aldermaston Site’s Security Classification and Information Handling, Assembly Facility Acton Tracker, Assembly Facility Justification of Continued Operations and Burghfield PRS & Safety. ONR was satisfied that there were no shortfalls and no need for any regulatory action at this point.
