AWE Assembly Technology Centre – Compliance Inspection

Executive summary

Purpose of intervention

This report covers a planned inspection at AWE Burghfield Licensed Site and is undertaken in accordance with ONR’s Integrated Intervention Strategy (IIS) for the Atomic Weapons Establishment Programme.

The inspections undertaken at the Burghfield Licensed Site form part of a series of planned interventions in accordance with the IIS and Integrated Intervention Plan (IIP).

Interventions Carried Out by ONR

The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.

ONR conducted a planned inspection and assessment of implementation of the Licence Condition (LC) 14 Safety Documentation and LC 22 Modification or Experiment on Existing Plant within the Assembly Facility on the Burghfield Nuclear Licensed Site.

ONR also conducted interventions on the Level 3 Periodic Review Of Safety (PRS) Regulatory Interface Meeting (RIM), Assembly Facility PRS Familiarisation Tour, Assembly Facility PRS Shortfalls & Maintenance Instructions, Burghfield Nuclear Licensed Site Level 3 RIM and the Capital and Site Projects Level 3 RIM

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

For the LC 14 planned compliance inspection, based on the discussions, explanations and sample inspected, certain documents/records identified as being required by ONR were not produced with no justification recorded; which indicated a shortfall in the implementation of AWE’s arrangements with respect to LC 14. Therefore, it is my opinion that the implementation of the facility’s arrangements with respect to LC 14 were below standard. A regulatory issue has been raised to monitor the resolution and improvement of the shortfall identified. There was no evidence from this inspection sample to suggest that there would be an impact on the safety of current operations.

For the LC 22 inspection, based on the discussions, explanations and the sample inspected, on this occasion I am satisfied that the established arrangements for LC22 Modification or Experiment on Existing Plant are adequately implemented. In particular, the use of the new asset change process and the implementation of appropriate categorisation and maintenance of the configured baseline were to an adequate standard.

For the Level 3 PRS RIM, the Burghfield Nuclear Licensed Site Level 3 RIM and Capital and Site Projects Level 3 RIM, ONR did not consider there to be a need for any regulatory action at this point.

Conclusion of Intervention

It is my opinion that from the sample inspected, the implementation of the established arrangements within the Assembly Facility with respect to Licence Condition 14 is below standard. There was no evidence from this inspection sample to suggest that there would be an impact on the safety of current operations.

It is also my opinion that of the sample inspected, the implementation of the established arrangements within the Assembly Facility with respect to Licence Condition 22 is to an adequate standard.

The planned interventions set out in the Integrated Intervention Strategy for Burghfield site remain valid and will be followed for future inspections.
