This report describes an inspection of Magnox Ltd's Bradwell licensed site, undertaken as part of a series of routine interventions set out in the Integrated Intervention Strategy document.
The visit was centred on Exercise Gold, which was intended to demonstrate the site's arrangements, under licence condition 11, for dealing with any accident or emergency arising on the site and its effects. Having previously agreed the scenario, ONR inspectors with a team of Magnox independent corporate assurance inspectors, observed the exercise.
This intervention did not include a safety system based inspection.
In the majority of areas, the licensee provided a robust demonstration of the site emergency arrangements.
One significant area for improvement was identified and an action plan will be agreed with the site to address some issues with the response at the scene of the incident.
Overall, I judged exercise Gold to be an adequate demonstration of the licensee's emergency arrangements and was satisfied that should a real event occur the site would cope.
In the areas I considered during the intervention I found that overall the arrangements for compliance with licence condition 11 and their implementation at Bradwell were of an adequate standard. One area of significance was identified for improvement.
