The purpose of this intervention was to undertake a Licence Condition (LC) compliance inspection at Aldermaston in line with the planned inspection programme contained in the AWE Integrated Intervention Strategy and associated Intervention Plans.
During the intervention I carried out the following inspection / activities:
The intervention was performed in line with ONR’s guidance requirements (as described in our technical inspection guides) in the areas inspected.
This intervention did not include a safety system based inspection.
From the evidence sampled during this inspection I judged that AWE’s implementation of its arrangements for LC 28, (examination, inspection, maintenance and testing of plant which may affect safety), was adequate. During the inspection I raised one issue requesting AWE to confirm that the limits and conditions specified in a facility safety case are clearly identified and consistent with the corresponding maintenance instructions for plant that may affect safety in that facility.
I engaged with AWE on its resolution of regulatory issues and continued engagement on both a facility and corporate level.
I received a copy of AWE’s investigation report into an abnormal event where an electrical engineer had sustained an electric shock while carrying out works on site. AWE was advised that ONR was disappointed with the timescale taken to produce the investigation report and that ONR will now consider its regulatory response to the event.
In the areas I inspected during the intervention I found that the implementation of the arrangements for compliance with licence condition 28 was to an adequate standard.
One minor issue / action for improvement was agreed with the site.
