Provision of Cyber Security Regulatory Support Services to ONR

Date released
20 January 2020
Request number
Release of information under
Freedom of Information Act 2000

Information requested

Please can you provide me with copies of the successful tenders from the Supplier Qualification Stage Reference: ONR/T508 - The Provision of Cyber Security Regulatory Support Services to ONR.

I am aware that within Section 11.1 of the tender instructions at the Supplier Qualification Stage that the service provider was required to list any information within their tender submission which they considered to be commercially sensitive and therefore potentially exempt from disclosure. In order to allow you to respond quickly, I confirm my request specifically excludes any information listed as commercially sensitive.

I understand that ONR is committed to open government and to meeting its legal responsibilities under the Freedom of Information Act 2000, therefore all parts of the tender responses that were not considered by the service provider to be commercially sensitive should be disclosed.

Information released

We aim to be as open as possible when answering requests for information. However to enable us to process your request we require further clarification. This will assist in determining whether we hold the information you requested in our records.

ONR undertook a two stage tender process, whereby we shortlisted suppliers from an original number of bids received from a Pre-Qualification stage (Selection Questionnaire or ‘SQ’) of the process.

The shortlisted suppliers were successful in being invited to formally tender a response within the second stage of the procurement process.

Following our evaluation of this latter stage we awarded one contract to a supplier.

Please could you confirm if you are seeking:

  1. copies of the suppliers’ SQ bids which were successfully shortlisted to tender; or
  2. a copy of the final ITT submission by the contractor who was ultimately successful in being awarded the contract; or
  3. only the names of those suppliers which were successfully shortlisted.

This confirmation is needed to enable us to process your request in accordance with the FOIA, once we have received confirmation we will process accordingly as a new FOI request.

Further Information:

Should you wish to clarify your request, please contact us via the email address, quoting reference: FOI201912054.

Any reformulated request will be treated as a new Freedom of Information request.

Please note that in accordance with Section 1(3) of the FOIA we are not under any further obligation to respond until you have provided the appropriate clarification.
