To demonstrate to the public that ONR is properly undertaking its role as regulator with regard to the investigation of incidents.

Work on the investigation report is incomplete and therefore may not be accurate, so might give a misleading picture.

Conclusion

There is a strong public interest in ONR having an accurate picture of how an investigation is progressing. Therefore, the balance of arguments favours withholding the information at this time to avoid providing information, which might later prove to be inaccurate.
