I can confirm that the HSE/Office for Nuclear Regulation (ONR) holds information of the description specified in the request. However, we have estimated that it will cost more than the appropriate limit to continue and we are refusing the request on these grounds.
The appropriate limit, specified in HSE's fees policy, is set at 600. This represents the estimated cost of one person spending four working days in locating, extracting and preparing the information for release.
Due to the nature of the request, the estimated cost of processing it is at least 1000. This charge has been calculated in accordance with section 13 of the Freedom of Information Act 2000 and the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
A significant proportion of the cost is an estimate from our IT provider to undertake a search of archived emails (which cannot be done by ourselves), for which we would have to pass on the full cost. In addition, a number of hours would have to be spent by HSE staff searching for relevant training information and consulting with third parties to obtain their views on disclosing their information.
