ONR correspondence on changes to the Organisational Capability of DSRL since 01/4/12

Information released

A) Details of all formal changes to the organisational capability of DSRL (the Site Licence Company) which have been assessed by the licensee in accordance with Licence Condition 36 since 1/4/2012.

ONR does not maintain a complete list of all changes to the organisational capability of DSRL which have been assessed by the licensee in accordance with License Condition 36. But DSRL may be able to provide you with this information.

B) Copies of all correspondence between the ONR and DSRL for any Category 1 change to the organisational capability that has taken place since 1/4/2012.

DSRL assesses the potential safety significance of organisational changes in accordance with this classification scale:

There have been no Category A changes to the organisational capability since 1/4/2012.

C) Copies of all correspondence between the ONR and DSRL for any Category 2 changes to the organisational capability which the ONR formally notified DSRL in writing that they (ONR) wished to review.

There have been no Category B changes to the organisational capability since 1/4/2012.

D) Copies of all correspondence between the ONR and DSRL for any other change to organisational capability which the ONR formally notified DSRL in writing that they (ONR) wished to review.

We have now identified 19 documents that fall within scope of the request.

Part D - Released on 22 January 2014

Following your request for information concerning correspondence between ONR and DSRL relating to organisational capability, our response of 18th December 2013 explained that we would be responding to question D at a later date.

Question D asked for copies of all correspondence between the ONR and DSRL for any other change to the organisational capability which the ONR have notified DSRL in writing that they (ONR) wished to review.

Factors for disclosure

Issues relating to the nuclear industry are subject to close scrutiny and debate, so there is public interest in information relating to the organisational capability of licence holders.

Factors for withholding

Information relating to buildings on site could prove useful to those with a malicious intent.

Reasons why public interest favours withholding information

The judgement is that the public would not expect ONR to release building numbers, building descriptions and locations if it could help in the commission of a malicious act.
