I can confirm that the Health and Safety Executive (HSE) holds information of the description specified in your request. However, we have estimated that it will cost more than the appropriate limit to continue and we are refusing your request on these grounds.
The appropriate limit, specified in HSE's fees policy, is set at £600. This represents the estimated cost of one person spending four working days in locating, extracting and preparing the information for release.
Due to the wide-ranging nature of your request, the estimated cost of processing it is at least £5,000. This charge has been calculated in accordance with section 13 of the Freedom of Information Act 2000 and the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
We have identified more than 1,200 documents that could be within scope of your request for ministerial briefings and a search by one member of the Comms team found 508 documents relating to lines to take, that might be in scope, in just ONE month of the search period. Unfortunately, due to the way we hold our information, it would be necessary to go through most of these documents to identify those that were in scope.
If you narrow the scope of your request we may be able to provide the information free of charge if processing costs amount to less than £600. Any reformulated request will be treated as a fresh Freedom of Information request.
